As another typhoon hits the Philippines, there are insufficient evacuation centres available to keep people safe.
Typhoon Haiyan (known locally as Yolanda) left four million people homeless. Local authorities are preparing to relocate thousands of them, to protect them from future disasters. However, current plans ignore key elements of sustainable relocation processes, and lack technical guidance and support. People may see their rights denied and become poorer and more vulnerable to disasters.

One month on, international response has been massive but serious gaps remain. Despite widespread destruction and massive logistical obstacles in the wake of the Philippines typhoon, fast action backed by generous international support and the solidarity of local people has helped millions of people survive and prevented any major outbreak of disease, Oxfam said today.

Typhoon Haiyan not only killed thousands and made millions homeless. It also struck an already poor region, pushing families deeper into poverty, and making them more vulnerable to the next disaster.
